The Perth Surf Park has received all necessary statutory and planning approvals, including:

— Development Approval, granted by the Metro Outer Joint Development Assessment Panel 
 (JDAP) in March 2023; and
— Clearing Permit, granted by the Department of Water and Environmental Regulation 
 (DWER) in October 2023.

These approvals were granted following decisions from both the Federal Department of Environment (Federal EPA) and the Western Australian Environmental Protection Authority (WA EPA) that the Perth Surf Park does not present a significant environmental impact.

Construction on the Perth Surf Park commenced in early 2026.

First waves are planned for Spring 2027, ahead of opening to the public in late 2027.

The Perth Surf Park is expected to take around 24 months to build, commission and be ready for public operations.

With construction now underway, we expect the Perth Surf Park will produce first waves in Spring 2027, and open to the public in late 2027.

After a 2018 proposal at Tompkins Park was rejected, the Western Australian Government selected the current Prinsep Road, Jandakot site as the preferred location for Perth Surf Park. The site was chosen after reviewing dozens of options across Greater Perth, based on transport links, population catchment, noise buffers and wind orientation.

In 2021, Aventuur was invited by the WA Government to participate in a competitive bidding process, and was announced as the preferred proponent in September that year. A long-term lease was signed in May 2022, and Development Approval was granted in March 2023.

The Perth Surf Park project team have been working collaboratively with the City of Cockburn and its officers over the past several years, and both Aventuur and the City look forward to the Perth Surf Park becoming a world-class sporting, leisure and recreational destination within the Cockburn LGA.

The Perth Surf Park will be developed entirely using private funding sources, and will not bear any cost to the State Government or the City of Cockburn.

The project has secured institutional investment from the Royal Automobile Club of Western Australia (RAC), along with further investment from existing project partner Wyllie, together with debt funding from NAB.

The Perth Surf Park will deliver meaningful leasing income to the State over the term of the long-term ground lease, and rates payments to the City of Cockburn.

Yes.

The Perth Surf Park site is freehold land owned by the Crown, over which a long-term ground lease has been entered into between the project entity and the Western Australian Planning Commission. The rental rate for the site was determined by way of an independent valuation.

Local rates and taxes will be paid by the project to the City of Cockburn.

The Perth Surf Park is expected to create more than 280 jobs through the construction phase, and around 100 full time equivalent (FTE) roles once the Perth Surf Park is operational.

The project has committed to a strong local procurement policy to ensure WA-owned and operated businesses are preferred suppliers, thereby delivering economic benefits across our local supply chain.

Surfing is central to Perth’s beach culture, but access to consistent waves and safe conditions is limited, especially for beginners.

The Perth Surf Park will deliver authentic, ocean-like waves in a safe, controlled lagoon, with customisable waves from gentle whitewater to powerful barrels. Elevated pathways and decks offer close-up views of the action for coaches, parents, and visitors.

By establishing a next-generation surf park in Perth (set to be the equal largest in the world), surf tourists, adventure seekers, and outdoor enthusiasts will be further incentivised to visit Western Australia and stay extra nights in Perth, which in turn will benefit a broad range of tourism industry participants, including adjacent attraction, visitor experience, and accommodation providers.

Sustainability measures include solar-passive design, PV systems, rainwater catchment, the harvesting from site and replanting of Balga grass trees, and the use of recycled and responsible building materials where possible.

The park will use native landscaping, natural light, cross ventilation, and energy-efficient systems to reduce resource use, with power and water sourced from renewable and recycled systems where possible.

Waves at Perth Surf Park are powered by Wavegarden’s ‘Cove’ – a highly efficient electromechanical wave generator, and a global leader in wave-generating technology.

The ‘Cove’ produces high-quality waves using around 10x less electricity than other systems, delivering strong environmental and cost benefits. The park’s annual energy use will be similar to an indoor aquatic centre, with power sourced from renewable energy sources where possible.

It is intended that the Perth Surf Park is powered using clean, renewable energy. The park will feature solar-passive design, on-site PV systems, and a Wavegarden ‘Cove’ surfing lagoon and generator – an industry-leading system with the lowest energy and water use on the market.

Water conservation is a key focus for Aventuur in all its projects, and particularly with the Perth Surf Park.

A mix of harvested rainwater, recycled water and groundwater will be used to fill and maintain the lagoon, requiring around 50ML annually – less than the amount of water used to irrigate three holes on a golf course.

Rainfall capture and inflow systems will further reduce water use.

The visual amenity of the site will be enhanced by using high-quality landscaping, planting native species, thoughtfully designed built forms, and the use of natural building materials.

Vegetated, landscaped embankments will be formed around the surfing lagoon’s permitter to ensure that it seamlessly integrates within the existing landscape.

Perth Surf Park’s surfing lagoon can produce over 30 wave types, customised for all ages, abilities and board preferences.

From 0.5m whitewater to 2.0m barrels, the Wavegarden ‘Cove’ accommodates up to 90 surfers per hour across four zones, with wave settings adjustable for conditions.

Across the Wavegarden ‘Cove’s’ four surfing zones, up to 1,000 waves per hour can be produced – however in commercial operations, the system is usually set to produce around 300-500 per hour to ensure that each wave produced is of sufficiently high quality to deliver an optimal surfing experience to everyone.

Waves at Perth Surf Park are created like they are in the ocean – water is pushed over a shallow bank, causing it to break.

The Wavegarden ‘Cove’ uses an electro-mechanical generator along the lagoon’s central axis to displace water in sequence, forming consistent, reef-like waves on a specially contoured lagoon floor.

The Wavegarden ‘Cove’ lagoon features four zones: a Right Reef, a Left Reef, a Right Bay, and a Left Bay.

The “Reef” zones suit all levels from novice up to expert, with waves from 0.5m to 2.0m and real-time variation in power, speed and shape.

The “Bay” zones offer consistent, gentle waves ideal for beginners and children in a safe, near-shore environment.

Wave quality is also influenced by natural elements like the wind.

Progression in surfing depends on frequency, wave count, time in the water, and lineup culture – but weather and ocean conditions often limit access.

The Perth Surf Park removes these barriers, offering consistent waves and flexible surf times.

With advanced facilities beside the lagoon, it will also serve as a “surf lab” for elite training, innovation and performance research in a controlled environment.

A range of surfing, aquatic, wellness and fitness experiences will be available at the Perth Surf Park, including memberships, sessions, lessons and retreats.

Experiences will be priced differently depending on:

• which surfing zone a guest is surfing within – being the “Reef” or “Bay” zones;
• whether group or personalised coaching is offered;
• whether the activity takes place during a peak or off-peak time period; and
• whether the guest is a member, an adult or child, or a student or concession card holder.

Pricing for Perth Surf Park experiences is yet to be finalised, and will be announced closer to the finalisation of construction and first waves being produced.

This ensures complete safety from moving parts, without affecting wave size, quality or motion.

Falling off a board at the Perth Surf Park is no more dangerous than in the ocean – and is arguably safer.

There are no hidden underwater hazards, waves can be stopped instantly, and the lagoon is constantly patrolled by experienced lifeguards, surf guides and coaches.

The Perth Surf Park will feature a beach club, a large restaurant and bar, and a beach-styled kiosk, all open to the public and offering with uninterrupted views of the lagoon.

The park also plans to offer discounted entry for local residents, including school children, seniors, and people with disabilities (during certain periods).

Yes.

The park will be hosting regular events with community organisations and charities to give people with disabilities, underprivileged groups, and disaffected youth access to surfing and the Perth Surf Park’s amenities.

These events will include free entry for participants and volunteers, with ongoing collaboration planned with the City of Cockburn and local partners (eg. Ocean Heroes, Surfing WA).

The capacity of the Perth Surf Park’s surfing lagoon is around 90 persons per one hour session, which will naturally regulate guest flow and traffic throughout the day.

While weekends and holidays may see higher demand, the park’s location near Kwinana Freeway and Cockburn Central station offers multiple transport options.

On-site parking will include ample car bays and coach bays to support group access, as well as electric vehicle (EV) recharging.
